I like this definition, as to me it sums up what being a professional is all about.

There?s an interesting difference between the use of the word professional as a descriptor and in conversation. The descriptor is straightforward enough, but in conversation, I have often heard it used to kill a conversation short, as in ?I know better, do it my way?. I generally prefer the word competent over professional as it seems both more neutral and more accurate. I?m not saying that the word professional is a wrong one per se, just that first-hand I?ve heard it used to cover or promote BS so many times that the association sticks, at least for me.

I believe that Judy?s and Martin?s answers go in the same direction, being the use of the word ?competent? very adequate here. A person is not a professional not only because of the fact that they are paid, but also because they are competent to solve specific problems.

And the peer group plays a crucial role when it comes to motivation. Actually there are at least 2 motivational aspects within a copany?s staff: competition and shared knowledge. In other words at the same point one can be motivated by trying to be better than others and also by learning with others. Note that I?m not mentioning that one needs to trample over others to get what they want because obviously this is not professionalism.

(AP) ? The son of Malcolm X's biographer is asking Syracuse University to hand over a letter in which the slain activist writes about his shifting views on race relations, claiming his family is the rightful owner.

Malcolm X wrote to Alex Haley, his collaborator for "The Autobiography of Malcolm X," from Saudi Arabia in April 1964, about ten months before he was gunned down at a New York City hotel ballroom. The publisher of the autobiography later gave the letter to Syracuse University as part of a larger cache of papers to be used by researchers.

But Haley's son, William Haley, said the publisher never had legal title to the letter and could not give it away. His lawyer said Tuesday he plans to make a legal demand this week for the letter, which he believes is worth at least $650,000.

"The history is important for us as a family, the legacy," William Haley said. Haley said he was acting on behalf of himself and his two sisters. Haley said it's possible the family would decide to sell the letter, but that would be a group decision.

Alex Haley died in 1992.

"So much of African-American history gets lost and is sometimes not in the place where we prefer it to be," Haley said.

Malcolm X's letter, written after a pilgrimage to Mecca, addresses the recent time he spent with Muslims "whose skin was the whitest of white."

"In fact, what I have seen and experienced on this pilgrimage has forced me to 're arrange' much of my thought patterns, and to toss aside some of my previous conclusions," he wrote.

The letter was sent to publisher Grove Press for inclusion in the autobiography, which was first published in 1965. Grove included the letter in files it gave to Syracuse University in 1969.

Sean M. Quimby, senior director of the university's Special Collections Research Center, said it has documentation from Grove that shows Syracuse owns the transferred archive. He said the school's ownership had never been challenged before in 43 years and he has not seen any evidence that the letter was lent, instead of given, to Grove.

"Our library and our special collections are publicly available to anyone, and there is a greater good served," Quimby added.

Haley's attorney, Gregory J. Reed of Detroit, said Haley passed along the letter to Grove only so it could be included in the autobiography and that Grove never had legal title.

Haley said he is acting now because he only found out about details of the letter recently after talking to Reed, who collects Malcolm X material.

I've started working on an essay for a symposium on the future of legal education ... I decided to re-read a work I have cited in the past, Donald A. Sch?n's The Reflective Practitioner: How Professionals Think in Action.?

All professions, in?Sch?n's view, demonstrate this tension between rigor (of research in technical disciplines) and relevance (of the application of knowledge to practice). ... The role of legal academy scholarship in practice falls somewhere in between the role of research in laporscopic surgical practice and the role of research in barbering practice. I will leave others to speculate on precisely where it falls. But in terms of how much pure or applied university-based research we actually need, I have a feeling our profession is closer to barbers than surgeons. ...??

Nevertheless, demonizing law professors in modal schools (the vast majority of which take seriously their obligation to train lawyers for non-academic careers) is like demonizing bankers or CEOs. It scratches an atavistic urge to attribute misfortunate to the gods. ... I don't particularly care for the U.S. tort system and its effect on product and medical costs, but attributing the crisis of legal education to current law professors because they get paid well or write theoretical "law and ..." articles is like attributing defensive medicine to the plaintiffs' medical malpractice bar because of the standard one-third contingent fee. People naturally do what they get measured on and paid well for. ?And it's perfectly legal to boot.

In short, blaming law faculty for responding precisely to the incentives the system creates is understandable but unreflective in its own way. Rather, the current problem is institutional and structural, as Brian Tamanaha, the late Larry Ribstein, Bill Henderson, and others have observed. Because of regulatory and accreditation restraints, almost all schools are similarly modal, so almost every law school, even well down in the lower rankings, consists of faculty with the same career drivers and motivations.

If one's school can't support and doesn't need a Department of Jurisprudence alongside the history, sociology, economics, and philosophy departments, maybe it shouldn't have one. Going that route would take some real cojones, and no doubt create more human candidates for status as gods or demons.

What a surprise! A lawyer denying that the plaintiff's medical malpractice bar has anything to do with the cost of medicine.

In the tobacco litigation, the plaintiff's bar established the legal precedent that a legal industry whose products bear a cost to society, must compensate society for those costs. Since everyone but lawyers knows that litigation is a cost driver in medicine, let's apply that precedent to the plaintiff's bar and establish a 50% surtax on personal injury attorneys fees.

There is a reason that lawyer jokes abound. That reason has nothing to do with the nature of the law per se but with the nature of the lawyer and the training that he or she has received.

The law and, by extension, lawyers are necessary evils. What we actually need is a lot less of both laws and lawyers.

I won't blame the faculty, they didn't impose Supreme Court Rules requiring 4+3 education, nor do they run the law schools as cash cows for the Central Administration.

But, they are getting paid a lot of money for being pretty faces, ones that could be replaced by a DVD and an adjunct. And, since they have no responsibility, nor much productivity, I will shed no tears, nor will I be surprised, when half the law schools close and the other half whack their faculties in half.

When I went to law school, my 1st year classes were 90 -- 100 students, and my 2nd and 3rd year classes were 30 -- 50. Use those guidelines, and get rid of the really ridiculous electives (anything with gender or sex in the title e.g.) and you can cut the faculty in half. I would guess that 3/4ths of all law professors today will be para-legals or baristas in 10 years time.

Judge excuses 3rd juror in Roger Clemens trial

(AP) ? The federal judge in the perjury trial against former major league pitcher Roger Clemens has excused a third juror, leaving just one alternate as the trial enters its seventh week.

U.S. District Judge Reggie Walton told lawyers Tuesday that the juror won't be able to return following the death of her mother last week. The juror works in law enforcement with the local public transportation authority in Washington, D.C.

Two jurors previously were dismissed for sleeping.

Clemens, a seven-time Cy Young Award winner, is accused of lying to Congress in 2008 when he denied using steroids or human growth hormone.

Clemens' lawyers say they will need seven or eight court days to put on their defense, which is expected to start Tuesday.

Illegal body cavity searches alleged in Milwaukee

Seven officers and a supervisor at the Milwaukee police department have had?their badges taken away?after allegations surfaced?that police have been conducting body cavity searches on suspects with no?authority to do so.

Reports of officers arresting suspects then subjecting them to cavity searches first surfaced in local media in March. On Monday, after getting access to a police report, The Milwaukee Journal Sentinel reported that officers allegedly performed these searches on a routine basis.

One Milwaukee officer, Michael Vagnini, "had a reputation" for forcing suspects he believed had drugs in their body cavities to bend over for him, said defense attorney Alex Cossi, who handled a July 2011 case that alleges Vagnini searched his client and another suspect in the booking room.


"This was not a rogue happenstance. This was a tacit acceptance of strip searches without proper procedures or supervision," Cossi told The Journal Sentinel.

Vagnini found suspected cocaine "between (their) butt cheeks," the police report said.

Strip searches, which Wisconsin state law defines as searching "a detained person's genitals, pubic area, buttock or anus, or a detained female person's breast," can only be performed by a doctor, physician's assistant or registered nurse. The state law requires written permission before a strip search is conducted, unless there's probable cause to believe the suspect is hiding a weapon.

Cossi said his client was not provided with written documents before Vagnini performed the cavity search, which is a strip search involving penetration,?on him. Because?improper tactics were used to find the cocaine, the drug dealing charge against Cossi's client was thrown out, The Journal Sentinel reported.

It's not clear how many allegations of cavity searches the Police Department is facing.?

"A number of people came forward so that we have many more complaints than we certainly started out with," Milwaukee police Chief Edward?Flynn said at a news conference Wednesday on April 11. "Of those complaints, I'd say a significant majority of them are of a very similar nature, which indicates that we have more people to talk to than we initially had."

An improper strip search carries a maximum penalty of 90 days in jail and a fine of up to $1,000, according to Wisconsin law.

Vagnini, six other officers and a supervisor, Sgt. Jason Mucha,?have had their badges and guns taken away while the department investigates the claims.

In March, an alleged victim came forward to speak to NBC's TMJ-4 to talk about his claim, which he said?happened when he was only 15.

'They slammed me on the ground'
Kevin Freeman Jr. told TMJ-4 he and his friends were violated during a traffic stop in December.

"When they searched me they eased their hands right between my butt.??I tried to reach back and soon as I tried to reach back to stop them, they slammed me on the ground," Freeman said.??

It's illegal to conduct a body cavity search outside, where people other than the one conducting the search could see it taking place.

Milwaukee police spokeswoman Anne Schwartz told msnbc.com she could not comment on the matter since it was a pending investigation. Police chief Edward Flynn said in a news conference in March the cavity search complaints go back a couple of years. The department's internal investigation will determine whether searches violated department policy, state law, or both, The Journal Sentinel said.

Improperly conducted body searches can be construed under Wisconsin law as sexual assaults because of their invasive nature. It's not clear how much penetration allegedly occurred during the searches.

John Birdsall, a Milwaukee defense attorney, said that if the claims are true, police are abusing their authority.

"One thing is clear, if they're doing rectal searches in the field, that's just illegal," he told the Journal Sentinel. "Clothes or no clothes, you can't do a body cavity search. They don't have the authority to do that."

Milwaukee County prosecutors have launched a John Doe investigation, in which prosecutors can subpoena documents without public knowledge. The FBI and U.S. Attorney's Office are monitoring the investigation, The Journal Sentinel reported, and could launch an investigation.

BEAVERTON, Ore. - While vaccines are perhaps medicine's most important success story, there is always room for improvement. Researchers at Oregon Health & Science University's Oregon National Primate Research Center (ONPRC) appear to have done just that. As explained in a newly published research paper, Mark Slifka, Ph.D., and colleagues have discovered a new method for creating vaccines that is thought to be safer and more effective than current approaches. The research results are published online in the journal Nature Medicine.

"Most vaccines have an outstanding safety record," explained Slifka. "It is important to keep in mind that no medical achievement has saved more lives than the simple act of vaccination. However, for many diseases, we have struggled to develop an effective vaccine. In other cases, vaccines may be protective, but come with rare but serious side effects. For instance, the live oral polio vaccine was very effective at stopping polio outbreaks and transmission, but was also responsible for eight to 10 cases of vaccine-associated polio in the United States each year. This problem was solved in 2000 when the U.S. switched to a formaldehyde-fixed 'dead' form of the vaccine. Our goal is to make vaccines like these safer and potentially even more effective by pioneering an entirely new approach to vaccine development."

Slifka's approach is remarkable because it is the first to demonstrate that hydrogen peroxide can inactivate viruses for use as vaccines. Although hydrogen peroxide has long been known as an effective antiseptic and is often used to sterilize medical equipment, it was believed that it would be too damaging to be useful in vaccine development. It turns out that this previous notion was incorrect. In fact, peroxide may turn out to be one of the best new approaches to future vaccine design.

In the study published this week, Slifka's lab generated not one, but three vaccines.

"We wanted to demonstrate that this is truly a platform technology and not just a one-hit-wonder," explained Slifka. "For this reason, we chose three unrelated model systems and demonstrated protective vaccine-induced immunity in all three cases."

The three diseases targeted by these viruses are West Nile virus, Lymphocytic choriomeningitis virus (a relative of lassa fever virus, known to cause hemorrhagic fever in Africa) and vaccinia virus (widely known for its previous use in the smallpox vaccine.)

An Oregon-based biotech company, Najt Technologies, Inc., is hoping that these advances in vaccine technology will result not only in new vaccines but also new jobs in the Portland area.

"This new approach really gives a boost to an area of vaccine development that's been stagnant for some time," said Ian Amanna, Ph.D., associate vice president for research at Najt Technologies.

"Because of these advances, we've been increasing our workforce and putting together a group of very talented researchers. In partnership with OHSU, we're excited to have the opportunity to further develop this technology into commercial vaccines that can offer protection for at-risk individuals. These vaccines will not only be important to international travelers, but also to the people living in endemic regions. These places are often in developing countries with limited resources for preparing and testing life-saving vaccines and we are looking forward to the day that we can bring these new vaccines to the countries that need them the most."

Najt Technologies, founded by Slifka and colleagues using methods first discovered at OHSU, hopes to continue working together with academic institutions such as OHSU, ONPRC, and Washington University-St. Louis to create new and better vaccines for some of the world's biggest problems including West Nile virus, yellow fever and dengue hemorrhagic fever.

Peru Real Estate Market Continues Its Roll

Peru real estate has been on a roll since 2010, and that trend should continue on through 2012. The average price of homes sold in Lima was up almost 20% in 2011, and the amount of homes sold was up over 52% as well. Peru?s housing market has been sizzling hot the past two years, making a strong comeback in 2010.? Not surprisingly, as there was ?8.8% GDP growth in 2010, followed by 6.9% economic growth in 2011 (figures from Central Reserve Bank of Peru?(BCRP)).

The average price of homes sold in Lima Metropolitan Area rose 19.9% in 2011, to 262,043 Soles (US$ 99,449), according to Peru Tinsa, though this may partly reflect a change in the composition of home sales (there is no house price index in Peru).?? In 2011, residential sales were up by 52.2% on the previous year to 6,000 million Soles, according to Tinsa, with a 31.57% increase in area sold.?

In 2012, the housing market is likely to continue strong, with the help of lower mortgage rates, improved public investment and Peru?s economic strength.

The districts with most projects are the high-end Santiago de Surco, with 974,000 sq. m. under construction, followed by Miraflores (681,000 m2) and San Isidro (540,000 m2).? But Lima?s best-selling homes are priced around $30,000 to $50,000, according to a Capeco study.? The fall seems to reflect lower rentals, rather than increase in prices of residential property, no doubt reflecting the large amounts of new properties released into the market.

Lima?s high-end gross yields range from 6.68% (larger apartments) to 8.86% (smaller apartments), according to Global Property Guide yields research:

  • Smaller apartments of 75 sq. m. in high-end areas of Lima have average yields of 8.86%.
  • Medium apartments of 120 sq. m. have yields of 8.17%
  • Large apartments of 200 sq. m. have average yields of 7.20%,
  • Enormous apartments of 425 sq. m. have average yields of 6.68%

Gross rental yields have fallen somewhat from 2009 and 2010:?

  • In 2010, yields ranged from 7.30% to 10.66%.
  • In 2009, yields ranged from 9.46% to 13.56%.?

The continued appreciation of Peruvian Nuevo Sol (PEN) should have pushed rents up, as high-end rental prices are typically set in US dollars, but this seems not to have happened.

Outstanding mortgage loans rose by 22% during the year to March 2012, according to the Superintendency of Banking and Insurance?s (SBS), part of a 167.5% mortgage loan surge over the last five years.? But Peru?s mortgage market remains small at 4.4% of GDP in 2011.

In 2011, loans in national currency were up by 32.9%, while those in foreign currency rose 22.1%.?? It is expected that more long-term mortgage loans will be in dollars in 2012.

Mortgage interest rates remain high

Strong economic growth has not had a big impact on inflation.? Peru?s key interest rate remains 4.25%, held there by the Central?Reserve?Bank?of?Peru (BCRP) since May 2011.?

While average lending interest rates are high at 19% for loans denominated in Peruvian New Sol (PEN), and 7.93% for foreign currency loans, the government has long provided financial aid and subsidies, such as the MiCasa, MiVivienda, Techo Proprio, and MiCasita schemes ? which means that most borrowing for house-buying is at lower rates.

MiVivienda, established in 1999, provides housing loans for the middle and upper class levels (A, B and C). MiVivienda provides mortgages up to US$30,000. The New Credit MiVivienda finances the purchase completed or under construction homes whose total cost is from PEN 51,100 (US$ 19,366) up to PEN 182,500 (US$ 69,163).

Techo Propio is a program launched in 2002 directed at family groups who do not have their own houses and have never received State support to build or buy one. The total income a household earns should not be more than 1,642.5 Peruvian Nuevo Sols (PEN) (classes D and E).? Techo Propio offers loans for purchasing houses up to US$17,155.

MiCasita, on the other hand, targets middle to low-income segments. It is a full service mortgage financing company catering to first-time borrowers.

Micasa provides loans for the renovation of specific segments of the house such as converting wooden walls to brick, replacing zinc roofs or adding additional rooms, one at a time.

The benchmark rate was reduced by 525 basis points during the crisis, from 6.5% in February 2009 to 1.25% in August 2009. Rates were then hiked in ten steps during the year to May 2011, to reach 4.25%.

A legacy of successful economic management

Only Chile is now considered a more hospitable environment for investment in the region than Peru. Even during the global crisis of 2009, Peru managed GDP growth of 0.9%. ??Exports have been helped by high international prices for Peru?s commodities, and lower exporting costs, averaging US$ 590 per container.

Humala is building on the successes of two outstanding predecessors. President Alan Garcia had returned to the presidency in 2006 and made fiscal rectitude the government?s No 1 priority, seeing how Chile?s restrained state spending won lower credit costs from international lenders.

The overall surplus of Peru?s non-financial public sector jumped to 3.1% of GDP in 2007, up from 2.1% of GDP in 2006 ? the biggest budget surplus for 30 years.

Yet the foundation for Garcia?s success was laid by another president, Alejandro Toledo (2001-2006) who moved strongly to sign trade agreements, notably the 2006 trade promotion agreement (PTPA) with the US, which helped increase the contribution of exports to the economy to more than 20% of GDP in 2005.?

Peru continues to attract inward investment, given its low costs and economic dynamism. The absolute poverty rate has shrunk over the past 10 years from 53% to 31%, a considerable achievement.

WAUKESHA ? One woman?s love of dogs has spanned more than 30 years, but recently, a deadly disease has threatened that passion, and the woman?s life.

Sandy Rolling?s disposition mirrors the gentleness of the golden retrievers she?s grown to love. Over a year ago, Rolling showed off her own canines in events like the AKC Badger Golden Retriever Club Dog Show held at the Waukesha County Expo Center.

Now, running around the ring, showing her dogs, is no longer an option.

Rolling was diagnosed in 2001 with lung cancer.

?I was cleared after four years, and then, this last year, I had a pinch in my hip. I thought I just twisted it, but my cancer had just metastasized to my hip,? Rolling said.

The disease and surgery took most of the mobility from Rolling?s right food. Chemotherapy took all of her hair, but it?s growing back, as is her will to compete and show her dogs in the ring.

?It keeps you going. It?s a goal ? to get back. This is where my family away from my family is, and all my friends are here and they?re great,? Rolling said.

Those who know Rolling say she?s an inspiration. ?Maybe she has a disease that?s bad, but she teaches us all how to live,? one friend said.

Since FOX6 News last spoke with Rolling, she says a PET Scan has shown a re-occurence of cancer in four places.

Rolling will undergo more chemotherapy at the end of the month.

Rolling?s friends continue to volunteer to groom and run with Rolling?s dogs in the ring until she gets back to full health.

Florida Highway Patrol to conduct sobriety checkpoint

The Florida Highway Patrol, Bradenton District, will conduct a Comprehensive Roadside Safety Checkpoint (DUI Checkpoint) on May 25, 2012. The checkpoint will begin at 9 p.m. at 1502 North Brevard Avenue in Arcadia, Florida. The checkpoint will conclude at 2 a.m. on May 26, 2012. FHP sets up such details to proactively remove impaired drivers from the roadways and ultimately enhance the safety of the motoring public. Troopers conducting the checkpoint will monitor those who pass through to ensure they are properly licensed and driving sober.

Driving impaired from alcohol or drugs put everyone on the roadways in danger. Florida law considers a driver with .08 or higher Blood Alcohol Content (BAC) to be impaired. Drivers under the age of 21 with a BAC of .02 or higher are also in violation of Florida law.

The Telegraph reports that the holiday was trending on twitter this morning, with fans, including comedian Stephen Fry, who narrated the 2005 movie adaptation, stating:

Fans began holding the commemorative event in 2001, according to The Telegraph, two weeks after Adams? untimely death from a heart attack at age 49. Fans of the late author are often seen on May 25th, carrying a towel with them throughout the day.

TowelDay.org features a list of events that are being held around the world to honor Adams and the ?Hitchhikers Guide? book. Events have included a ?Vogon Poetry Slam? in Hackney, London, including categories like??Nerdcore and So-Bad-It?s-Good? categories, ?hoopy froods? -?Hitchhikers?slang for a together guy who ?really knows where his towel is.? Animal Welfare and Food Control

Animal rights groups believe that animals have the same rights as people. Our diets and daily life should be free of any animal-based products. The Humane Society of the United States (HSUS) and People for the Ethical Treatment of Animals (PETA) subscribe to the idea that animals have equal rights to humans. ?A rat is a pig is a dog is a boy? by Ingrid Newkirk, co-founder of PETA, shockingly exemplifies the animal rights creed.

Cass Sunstein, the Obama administration?s regulatory czar, believes that animals must be represented in a court of law, hunting must be banned, animal use is slavery, and animals should not be subjects in scientific research. He wants extensive regulation of animal husbandry.

Animal welfare groups promote the belief that animals should be treated humanely but are not equal to humans. Most people I know fall into this group. We have pets and we treat them well.

The Executive Order 13575, ?Establishment of the White House Rural Council,? of June 9, 2011, was issued to regulate the lives of sixteen percent of our population, the rural population, taking federal control of our food supply, water, and land. This Executive Order strengthened President Obama?s ?green agenda? of Sustainable Development. Sustainable Development is a concept based on the manufactured global warming/climate change crisis advanced by United Nations Agenda 21.

H.R. 3798, when passed, will control our food supply via ?uniform, national cage size requirements for table-laying hens by adding national standards for laying-egg housing.? The conventional cages of 67 square inches of floor space will transition to enriched cages that would ?nearly double the floor space and have perch spaces, dusting or scratching areas, and nesting areas that would allow laying hens to express natural behaviors that conventional cages do not allow.? In addition to cage sizes, labeling requirements and other production practices will be controlled by the federal government. (Joel L. Former enemies, the Humane Society of the United States (HSUS) and the United Egg Producers (UEP) have joined forces with 57 cosponsors to help pass H.R. 3798. The bill has not been introduced to the Senate yet and may be eventually attached to the 2012 omnibus bill. If it does not pass, ?U.S. courts may be asked to address the interstate movement of eggs.? The opposition, the American Farm Bureau Federation, the National Cattlemen?s Beef Association, and the National Pork Producers Council, criticized this legislation on grounds that it sets a ?dangerous precedent? and ?takes away producers? freedom to operate in a way that?s best for their animals, takes away citizens? right to vote on cages, and prevents state legislatures from passing laws to protect laying hens.? The supporters, agricultural, veterinary, consumer, and animal protection groups, have joined the ?green? environmentalists. ?Egg farmers believe a single national standard is the only way to shape their own future as sustainable, family-owned businesses.?
High production costs will be passed on to consumers and small farms will go out of business in the process of cage conversion. This may be the ultimate goal, the destruction of small farms and the takeover by a few, government approved big producers. How far of a stretch would it be to extend the bill to all food grown or raised on a farm? Pig farmers have been put out of business in Michigan.

Supporters tout the cage requirements as based on science, while the opposition retorts that cage dimensions are not based on specific scientific research. Opponents to the bill also argue, ?That U.S. producers already raise and manage their animals with practices that are science-based, overseen by veterinarians, and that animal welfare is a priority for livestock and poultry producers.? Hollywood celebrities support PETA, ?citing animal welfare issues, environmental issues, and social justice issues, calling for zero consumption of meat and animal products.? Yet the same celebrities do not say a word about the inhumane practice of ?halal,? when animals? throats are slashed and left to die a long and agonizing death on the floor of the slaughterhouse.

The overall egg production in 2011 (including 13 billion hatching eggs) was 79 billion table eggs from a flock of 282 million birds, valued at $7.4 billion. Iowa leads the way in egg production, with twice as many as any other state, at 14.3 billion eggs. Sixty-four percent of Californian voters passed Proposition 2, the Standards for Confining Farm Animals, on the 2008 ballot initiative. California?s specifications are far different from the proposed H.R. 3798. There is a reason why so many businesses have fled the state - overregulation and over the top taxation.

European Union banned battery cages (traditional cages) and adopted enriched cages or a non-cage system.? ?Article 13 of the Treaty on the Functioning of the European Union recognizes animals as sentient beings and requires that full regard be given to the welfare of animals when formulating and implementing EU policy.? EU took legal action in January 2012 against countries that were non-compliant ? Belgium Bulgaria, Cyprus, Greece, Hungary, Italy, Latvia, the Netherlands, Poland, Portugal, Romania, Slovakia, and Spain. (Congressional Research Service)

The European Commission issued a ?science-based protection and welfare of animals policy,? which included animal welfare centers. It will be interesting to see how the EU Commission will enforce the law uniformly and punish the numerous offenders who raise and slaughter animals according to their countries? traditions.
