Israel boycotts U.N. human rights scrutiny

GENEVA (Reuters) - Israel boycotted the United Nations' human rights forum on Tuesday, becoming the first country ever to decline to attend a session that was due to scrutinize its own rights record.

Israel's no-show at the Human Rights Council drew widespread criticism, including a tacit rebuke from the United States which said the U.N. process of reviewing human rights was a "valuable mechanism" as it was applied to all countries.

The council had been due to examine Israel under the Universal Periodic Review (UPR) of human rights in all U.N. member states. Its last review was in December 2008, when it attended.

Israel, which would likely have faced criticism for its dealings with the Palestinians, suspended relations with the council last May because of what it called an inherent bias against it.

Foreign ministry spokesman Yigal Palmor told Reuters that Israel had announced it was "suspending indefinitely its participation in the U.N. Human Rights Council work. This policy has not changed."

Diplomats at the Geneva-based forum hoping Israel might have a last-minute change of heart expressed their disappointment.

The council's president, Poland's ambassador Remigiusz Henczel, called it "an important issue and unprecedented situation". The 47-member forum adopted a motion regretting Israel's no-show and urging it to cooperate in a review to be conducted at its October-November session "at the latest"

Arab states had been poised to criticize Israel's treatment of detainees, settlement expansion and naval blockade of the Gaza Strip which Palestinians say is collective punishment but which Israel says is vital for its security.

"As the only recalcitrant state among 193, Israel's deliberate absence would sabotage the principle of universality," Peter Splinter, Amnesty International's representative to the U.N. in Geneva, said in a blog.

"NON-COMPLIANCE"

U.S. human rights ambassador Eileen Chamberlain Donahoe, addressing the council on Tuesday, avoided naming the close ally, while stressing that Washington greatly valued the way all countries' human rights records are examined.

"The Universal Periodic Review has been a valuable mechanism both because it is universally applicable to all U.N. member states on equal terms and because it is conducted in a cooperative and collaborative manner," she said.

Speaking for the European Union, Ireland said it was important to maintain universal participation and the cooperative nature of the review mechanism.

Egypt and other Arab delegations were less diplomatic.

"It is a clear case of non-cooperation and non-compliance by a state under review," said Egypt's Wafaa Bassim.

Pakistan's ambassador, Zamir Akram, speaking on behalf of the Organisation of Islamic Cooperation, said that Muslim states had a "a great deal of reservations and anxieties" about postponing the review of Israel.

"What is surprising for us is the level of leverage and the level of understanding being extended to Israel by some countries for its behavior in violation of all of its obligations," he said.

"We wonder if this cooperative spirit would be extended to some other country not so close to some major powers in this world," Akram added in an apparent reference to Washington.

A team of U.N. investigators, set up by the council last year, is due to report soon on whether Jewish settlements in the Palestinian territories violate international human rights law.

The pill?s availability in a vending machine is so new that state officials

SHIPPENSBURG, Pa. -- The U.S. Food and Drug Administration won't take any regulatory action over a vending machine at a Pennsylvania college that dispenses the morning-after pill.

FDA spokeswoman Erica Jefferson said Friday that officials looked at publicly available information about the Shippensburg University vending program, spoke with university and campus health officials, and decided no action was necessary.

The pill is available for $25 at a health center vending machine that's accessible to students and university employees. That raised questions about how accessible emergency contraception should be.

The vending machine at the school of about 8,300 students provides the Plan B One Step emergency contraceptive along with condoms, decongestants and pregnancy tests. Administrators said the idea for the machine came from a student survey and was endorsed by the student government.

Top 10 Good Tech Habits Everyone Should Have

Top 10 Good Tech Habits Everyone Should HaveYou've probably heard people tell you should back up your computer, or you should have more secure passwords. Good tech habits aren't just for geeks?they can save you money, keep your personal information safe, and help you avoid frustration down the road. Here are ten tech habits everyone should have.

Already practice all ten of these habits? Good for you! Go ahead and send this on to your friends that don't, so you can finally avoid all those tech support calls.

10. Regularly Audit Your Privacy Settings on Social Networks

Top 10 Good Tech Habits Everyone Should HaveYou probably already know that social networks like Facebook aren't the poster child for privacy. Unfortunately, the only way to keep your info private?short of quitting those networks altogether?is audit your privacy settings every once in a while. Learn what each of those settings does and tweak them accordingly. You might also check out sites like AdjustYourPrivacy.com to keep up with your privacy settings on all your networks.

9. Know When You're Paying Too Much for a Product

Top 10 Good Tech Habits Everyone Should HaveTechnology isn't cheap, but it doesn't have to be a complete drain on your wallet, either. There are a lot of myths out there that'll cost you money?like buying expensive "gold plated" HDMI cables, or buying new gadgets when refurbished ones are just as good. Check out our list of money-saving tech myths for more, and never pay full price again.

8. Keep Your Desktop and Hard Drive Free of Clutter

Top 10 Good Tech Habits Everyone Should Have If your desktop looks like the picture to the left, then it's time to clean things up a bit. Not only does a cluttered desktop make things harder to find, but if you're on a Mac, it can even slow down your computer. Once you've gotten that messy desktop under control, make it a habit of keeping it organized, and transfer those same ideas to the rest of your files and folders too. The easier it is to find what you're looking for, the less time you'll spend frustrated.

7. Avoid Getting Malware (and Spreading It to Others)

Top 10 Good Tech Habits Everyone Should HaveWe all know viruses are bad, but many of us don't know exactly how they work?which is crucial to avoiding them. Do a little reading on what a virus is and examine the most common virus myths, then install a good, free antivirus program on your computer (and get rid of any existing viruses while you're at it). Also, even if you aren't getting viruses, you could still be spreading them?so watch out for that too. Photo by Justin Marty.

6. Stay Safe on Public Wi-Fi

Top 10 Good Tech Habits Everyone Should HaveWhen you're desperate for Wi-Fi, it can be tempting to connect to that open "linksys" network or the password-free network of a nearby Starbucks. However, doing so opens you up to all sorts of attacks. It sounds a little tin foil hat-y, but you really should be worried about your security. It doesn't take any hacking experience to sniff out someone's Facebook or other credentials, all it takes is a little evil motivation. And don't think just because a network has a password that means it's safe?if other users are on that network (besides you and your family members), they can access your data. Stay safe when you're on public Wi-Fi by turning off sharing and using SSL whenever possible. Photo by ?Florian.

5. Be Smart About Hoaxes, Scams, and Internet Myths

Top 10 Good Tech Habits Everyone Should HaveThe internet is rife with scams, hoaxes, and other misinformation that you probably run into all the time without realizing it. Sometimes it's harmful?like that fake bank email that gives your identity to scammers?while other times it's mostly harmless, like a misattributed quote going viral on Facebook. Either way, though, you should try to avoid falling victim to these hoaxes, and help stop the spread. It's actually very easy to identify these myths online, and just as easy to avoid getting scammed. Just remember: if something seems a little dubious, it probably is.

4. Know What Maintenance Your Computer Needs (and Doesn't Need)

Top 10 Good Tech Habits Everyone Should HaveWe all know computers take a little maintenance to run in tip top shape, but there's no need to hand it over to some quack to get it done?most of it is easy enough to do right at home. Check out our list of maintenance tasks you need to do on Windows PCs and Macs for more info, or if your computer needs a little more help, read our guides to speeding up, cleaning up, and reviving your Windows PC, Mac, iPhone, and Android phone.

3. Use Secure Passwords

Top 10 Good Tech Habits Everyone Should HaveEven if you think you have a secure password, you might be wrong. Yesterday's clever tricks aren't protecting you from today's hackers, and you need to be extra vigilant in this age of constant security breaches. Saving your passwords in a browser is pretty insecure too?so get a good password manager like LastPass and update those passwords for the modern age.

2. Back Up Your Computer

Top 10 Good Tech Habits Everyone Should HaveYou've probably heard people say it a million times, and there's a reason for it. You always think data loss won't happen to you, but it happens to everyone one day, and having a good, up to date backup is the only way to avoid frustration down the road. Plus, setting it up is insanely easy and is something absolutely everyone can do, so you have no excuse: start backing up right now. You'll be glad you did.

1. Search Google Like a Pro

Top 10 Good Tech Habits Everyone Should HaveIf you've ever wondered how us tech geeks know everything that we do, here's our secret: we pretty much just Google everything. With the right Google skills, you can find information about nearly any tech problem you're having, and fix it yourself without anyone else's help. Check out our top 10 tricks for speeding up and beefing up your Google searches to become a search ninja, and avoid frustrating calls to your resident computer tech for advice.

Chicago municipal pension fund to divest gun maker holdings

CHICAGO (Reuters) - A pension fund for Chicago public employees has voted to divest its holdings in three companies that manufacture assault weapons, an official with the fund confirmed on Thursday.

The Municipal Employees Annuity and Benefit Fund (MEABF) voted on Wednesday to sell off just over $1 million in investments in Freedom Group Inc, Sturm Ruger and Co Inc and Smith & Wesson Holding Corp, MEABF Executive Director Jim Mohler told Reuters.

The move comes in response to the shooting last month at a Connecticut elementary school that left 20 first graders and six educators dead, shocking the nation and sparking a heated debate over gun control in the United States.

The fund delayed making a formal announcement to ensure its exposure to assault weapons makers was limited to the three companies, Mohler said. It joins public pension funds in California, New York and elsewhere that have said they either planned to dump firearms investments from their portfolios or were weighing such an option.

Chicago Mayor Rahm Emanuel, who ordered a review of the city's pension funds last week to see if they were invested in gun makers, welcomed the move.

In a statement, Emanuel criticized firearms companies for opposing what he called "common sense" gun safety laws, including criminal background checks on all gun purchases.

Last weekend, at the U.S. Conference of Mayors annual meeting in Washington, DC, Emanuel called on other cities to sever ties with companies that manufacture or sell assault weapons.

Earlier in the week, the Chicago Teachers Pension Fund, which has $9.5 billion in assets, voted to divest its $146,000 of investments with gun manufacturing companies.

Other Chicago agencies with investment portfolios, including the Chicago Transit Authority, the Chicago Housing Authority, and the Chicago Park District, are conducting similar reviews of their portfolios, according to City Hall.

The Non-Techy Guide to Picking a good Website Host | PureDriven

Whether you plan to use it for e-commerce, advertising or just provide information about you business, picking a good website host can be like picking out a good location for your business. It can determine how fast or slow your site loads, how many visitors you can get before getting costly charges, and how multimedia rich your site will be.

There are a plethora of website hosting services out there, but how do you know which one is right for your business?

We build a lot of websites for clients as part of our online marketing package. Here are the eight features we look for in a good site host.

    1. How much will it cost?

How much you pay, affects how many features your hosts provides. To get the most value for your money, or Return on Investment (ROI) look at the website hosts service level agreements and packages. Service Level agreements tell you how many minutes, hours of uptime each tier of customers are guaranteed. Pick a server that can guarantee your website will be up and running 99.9% of the time. There are always a few hiccups here and there but enough problems and your visitors are bound to stop visiting your website.

Don?t underpay, free web hosting might seem like a good idea initially, but most free web hosts place ads on your website and can have high costs added to trading up or switching. Don?t overpay either; there are some decent providers for less than $10 a month.

    2. Are they there when you need them?

Getting live help especially when you are having technical issues is HUGE.

As you go into developing the site getting help when you need it either calling in or via live chat is an important asset and should come standard with your web hosting package. Find out if, support is available 24/7, and what their guaranteed response time is technical problems and even legal problems related to your website can occur at any time.

    3. How easy is it to manage their control panel?

Request a demo or videos of the control panel to see how easy it is to get in and make changes or create pages. Look for extra features like being able to incorporate WordPress, you may not use all the features available right away but leave room for growth and flexibility.

?4.?What are others saying about them?

Look for online reviews not just on the host?s website, but on forums like CNET, and even the Better Business Bureau. Learning what people are saying is as easy as typing the business name on Google, Bing or Yahoo. If you are able call up some of the reviews on the website to find out if they still feel the same way they did before.

All your effort will be wasted if your website server will experience frequent downtimes or problems loading.

    ?5.?Back-up data

Preparing for unforeseen circumstances is a part of business and a part of life. So what features if any does your host provide to back up your site files and database? This might not be a standard feature so knowing off the bat can help you investigate other options to save your material.

?6.?How much space will your website get on the site host?s server?

A simple web page might be about 40 kilobytes (KB) in size, thumbnail images might be about 2KB or 3KB, good quality full size images can range between 150 to 200KB, and a one minute video clip could be about 8 megabytes (MB).

Plan ahead and figure out relatively how much disk pace your website will need. For an average site, in industries like manufacturing or construction, with a fair amount of graphics, videos and thumbnails looking for something in the ballpark of 4 gigabytes (GB) will guarantee you plenty of space.

Watch out for unlimited space claims. There should be a number attached to how much pace you get and how much it will cost to get more space. Best bet is to pick a host that sets clear limits.

?7.?How much bandwidth are you getting?

Bandwidth is the amount of data your web host will allow you and your visitors to upload or download in a window of time like a month. For example if your e-commerce website is 100 megabytes a month, at the beginning of the month you upload the entire site and use 1 MB of bandwidth. If a visitor visits every page of your site they will have downloaded 1MB of data, leaving you with about 99MB of data that can be downloaded. After you exceed your limit your site host can charge you for extra MB for site visitors. So pay attention to this especially if you host a lot of multimedia like video or images on the site.

How much bandwidth would a business website need on average? Most small businesses would use about 1GB-2GB transfer volume a month.

?8.?Here?s what you shouldn?t have to pay for

Be wary of companies that tack on fees for blogs, polls, and survey application that you can add through online services like WordPress, SurveyMonkey or Google forms. Most business oriented website hosting packages also provide you with a number of e-mail accounts for your domain and some Google AdWords credit usually about $50.

Read the fine print when it comes to your domain name. Some hosts might add in the fine print clauses preventing you from moving the domain to another host. Register the domain under the company or business owner?s name. An easy way to make sure you own the rights to your own site name is to do a quick WhoIs domain lookup, which can tell you who is registered under your name.

    ?

Choosing a Website host can be like picking out a location for your business. There are plenty of options, and paying attention to the details can provide the right support for your site to thrive. Some of the websites our web developers recommend include BlueHost, HostGator, JustHost, and Hostmonster.

Three Stars from UFC on FX 7: Khabib Nurmagomedov, Vitor Belfort and Gabriel Gonzaga

The UFC made another trip to Brazil on Saturday night, this time heading to Sao Paulo. Who stood out from UFC on FX 7?

No. 1 star -- Khabib Nurmagomedov: The UFC's jam-packed lightweight division just got a little more difficult. Nurmagomedov ran through Thiago Tavares, winning with a TKO in under two minutes. He's undefeated and on a three-fight win streak in the UFC. Expect to see him take a leap up in competition for his next fight.

No. 2 star -- Vitor Belfort: Yes, his postfight tirade was bizarre. (More on that later.) But in his fight, Belfort showed off knockout power. He used kicks and punches to knock out Michael Bisping and muddy up the middleweight title picture. He also earned a Knockout of the Night bonus.

No. 3 star -- Gabriel Gonzaga: The best part of Gonzaga's second-round submission win was when he checked out the big screen to see he wasn't in good enough position to take out Ben Rothwell. So Gonzaga jumped guard and brought the submission to the ground. From there, Rothwell had no choice but to submit.

Who were your stars from Saturday night? Speak up in the comments, on Facebook or on Twitter.

WASHINGTON (AP) ? Consider it the first fact check of a Barack Obama campaign pledge for his second term: Will he, or Mother Nature, deliver on promised warmer Inauguration Day weather?

It's shaping up as a close call.

In September, while campaigning in Colorado, Obama was talking to a potential voter who mentioned he had been one of the hundreds of thousands of people outdoors at Obama's bone-chilling first inaugural in 2009, when the noontime temperature was 28 degrees. Obama promised: "This one is going to be warmer."

Scientifically, the president doesn't have control of day-to-day weather. While his policies can lessen or worsen future projected global warming on a large scale, they cannot do anything about Washington's daily temperature on Jan. 21.

Still, it's a promise that for a long time looked close to a sure thing. The history of local weather was on Obama's side.

On average, the normal high is 43 degrees and the normal low is 28, but that's just around dawn. There have been 19 traditional January inaugurations and only two were colder. Ronald Reagan's second in 1985 was a frigid 7 with subzero wind chills and John F. Kennedy's in 1961 was a snow-covered 22. Jimmy Carter's 1977 inauguration also was 28.

Then there was the general warming trend Washington had been stuck in. The last time the nation's capital stayed below freezing all day was Jan. 22, 2011. The city has gone a record 700-plus days since it had 2 inches or more of snow.

An Arctic cold front looks to be racing toward the mid-Atlantic, so it will be cooler than normal on Monday, but probably not cooler than 2009, said Nikole Listemaa, a senior forecaster at the National Weather Service office in Sterling, Va., that oversees forecasts for the capital area.

Look for highs around 40 degrees with noon temperatures in the mid- to upper 30s, Listemaa said Saturday. That would keep Obama's pledge.

There's also a 30 percent chance of light snow showers for Monday. But the Arctic cold front won't arrive until Monday night into Tuesday, Listemaa added.

Extreme cold on Inauguration Day, folklore says, can be a killer.

In 1841, newly elected president William Henry Harrison stood outside without a coat or hat as he spoke for an hour and 40 minutes. He caught a cold that day and it became pneumonia and he died one month after being sworn in.

Twelve years later, outgoing first lady Abigail Fillmore got sick from sitting outside on a cold wet platform as Franklin Pierce was inaugurated and she died of pneumonia at the end of the month. Doctors now know that pneumonia is caused by germs, but prolonged exposure to extreme cold weather may hurt the airways and make someone more susceptible to getting sick.

There's one thing Washington's history shows. Bad weather generally creates bad traffic jams.

Kennedy found that out in his 1961 inauguration when 8 inches of snow fell overnight and crippled the city for what at that time was Washington's worst traffic jam. Thousands of cars were abandoned in the snow.

Why the GOP's Faith in Older, White Voters Won't Hold Out for Much Longer

Sen. Marco Rubio, R-Fla., is preparing a push for an immigration-reform proposal that promises to be the first real test of whether Republicans have learned a lesson from the Nov. 6 election results. GOP presidential nominee Mitt Romney and congressional Republicans won the white vote by numbers normally seen in landslide victories, and they also won independents by 5 and 7 percentage points, respectively. But Romney lost the election nationally by almost 4 points, and the GOP lost the overall popular vote for the House of Representatives. Although winning big among white voters and carrying the independent vote is necessary for GOP victories nationally, it?s no longer sufficient to win.

The white share of the vote in presidential elections has dropped 15 points over the past six elections, from 87 percent in 1992 to 72 percent in 2012. This trend has little to do with Barack Obama, the nation?s first African-American president. The declines from one presidential election to the next have been consistent: a 4-point drop from 1992 to 1996, 2 more points in 2000, 4 additional points in 2004, 3 points in 2008, and 2 points last year.

At the same time, the Republican share of the minority vote is getting grisly. Among the 13 percent of voters who are black, Obama won by 87 percentage points, 93 percent to 6 percent, while congressional Democrats won by 78 points, 91 percent to 13 percent. Latinos made up 10 percent of last year?s electorate and gave the president a 44-point edge, 71 percent to 27 percent, while congressional Democrats had a 38-point advantage, 68 percent to 30 percent. The Asian-American vote?3 percent of the electorate and now the fastest-growing ethnic group?sided with Obama by 47 points, 73 percent to 26 percent; congressional Democrats won by a 1-point-wider margin, 73 percent to 25 percent.

According to a Nov. 14 report by the Pew Research Hispanic Center, 40 percent of the population growth of citizens of voting age between now and 2030 will be Hispanic, 21 percent will be black, and 15 percent will be Asian-American. Only 23 percent of that growth will be white. Indeed 50,000 Latinos will turn 18 years of age each month for the next 20 years. The Census Bureau reported last year that 50.4 percent of all births in the U.S. in the 12 months ending July 1, 2011, were among minorities; 49.5 percent were among non-Hispanic whites.

This is simply math. As long as Republicans drive minority voters away, they will not be a nationally competitive party. Sure, congressional district boundaries, as currently drawn, will most likely keep the GOP in the House majority for the duration of this decade and until the 2022 election, the first after the next census. But Republicans had better pray that the 2020 gubernatorial and state legislative elections go their way and they can get another favorable remapping; otherwise, their situation in the House could change markedly as well.

But the GOP?s problems aren?t just about race and ethnicity. While Republicans still do better than Democrats among voters 40 and older, particularly those over 65, they are losing to Democrats among voters in their 30s?and losing badly among those under 30. As someone who just turned 59, I can make this next provocative statement: Democrats are doing better among voters who can be considered the future. Republicans are doing well among those who could be described as the pre-dead.

As those voters whose political identities were strongly influenced by the success of Ronald Reagan?s presidency and the less-than-successful tenure of Jimmy Carter begin to lose their share of the electorate, and those whose political identities were formed during less auspicious times for the GOP increase their share, the future looks troubling for the Republican Party.

Next, look at gender politics. You could once suggest a half-empty, half-full assessment of the political gender gap. Yes, Republicans have a problem with female voters, but Democrats also have a problem with male voters. Keep in mind, though, that female voters outnumber males and that women live longer. In the past two presidential elections, 53 percent of the electorate was female. But worse for Republicans, the vote wasn?t symmetrical. Romney and congressional Republicans won the male vote by 7 and 8 percentage points, respectively; Obama and Democrats won the larger women?s vote by 11 points. That?s a losing equation for the GOP.

For now, the friendly enclaves afforded them by those who drew the congressional districts protect a majority of House Republicans. GOP gubernatorial candidates and other statewide political hopefuls also have some shelter because nonfederal races tend to be fought in a slightly less ideologically driven context, and are less affected by politics out of state and in Washington. But for Republicans who want their party to do more than simply hold a majority of the House?particularly those who hope to gain more than just one-third of the governing responsibility?the GOP needs to stop digging holes and start filling some in.

West African troops arrive in Mali

IOL pic jan18 mali african troops

Associated Press

West African soldiers from Togo arrive at Bamako's airport on Thursday - the first contingent of West African troops brought to Mali to help French and government forces fight jihadist insurgents in control of the north of the country.

Bamako/Segou - The first West African regional forces arrived in Mali on Thursday to reinforce French and Malian troops struggling to push back al-Qaeda-linked rebels after seven days of French air strikes.

A contingent of around 100 Togolese troops landed in Bamako and was due to be joined by Nigerian forces already en route. Nigerien and Chadian forces are massing in Niger, Mali's neighbour to the east.

The scrambling of the UN-mandated African mission, which previously had not been due for deployment until September, will be a boon for France, the former colonial power in Mali.

French troops, which had moved northwards from Bamako in an armoured column on Tuesday, pinned down some Islamist fighters in the small town of Diabaly. But French forces held back from launching an all-out assault as the insurgents had taken refuge in the homes of civilians, residents said.

?The Islamists are still in Diabaly. They are very many of them. Every time they hear a plane overhead, they run into homes, traumatising the people,? said one woman who fled the town with her three children overnight.

?Life is difficult for the people of northern Mali and the international community has the duty to help these people,? said Togolese Lieutenant Colonel Mawoute Bayassim Gnamkoulamba.

?That is why we think that it is necessary for us to protect Mali and we are proud today to fulfil that mission.?

French forces, numbering 1 400 soldiers, began ground operations on Wednesday against an Islamist coalition grouping al-Qaeda's North African wing AQIM and the home-grown Ansar Dine and MUJWA militants.

President Francois Hollande ordered the intervention on the grounds that the Islamists who had taken over the poor West African country's north could turn it into a ?terrorist state? which would radiate a threat beyond its borders.

Hollande has pledged they will stay until stability returns to Mali but, in the first apparent retaliatory attack, al-Qaeda-linked militants took dozens of foreigners hostage at a gas plant in Algeria, blaming Algiers' cooperation with France.

A total of 2 500 French troops are expected in Mali but Paris is keen to swiftly hand the mission over to West Africa's Ecowas bloc, which in December secured a United Nations mandate for a 3 300-strong mission to help Mali recapture its north.

A rebel push into central Mali was last week halted by bombings by French aircraft and the deployment of ground troops.

A convoy of armoured vehicles, fuel tankers and ambulances and around 200 soldiers from Mali's eastern neighbour Niger was positioned at that eastern border, witnesses said.

A Reuters witness at the scene said heavy weapons fire rang out as troops tested artillery.

Communications with residents in Islamist-controlled towns have become more difficult as some mobile phone towers have stopped working. Residents said rebel fighters are suspicious of anyone using phones, fearing they are passing information to the enemy.

?There are no longer any police stations. (The Islamists) have dispersed across the city, mixing in with the population,? said Ibrahim Mamane, a resident from the town of Gao who reached the border with Niger.

?The population is ready and is waiting for the French forces with open arms. If they attack Gao, the people will fight the Islamists with their bare hands,? he added.

Mali's recent troubles began with a coup in Bamako last March that ended a period of stable rule that saw a series of elections. In the confusion that followed, Islamist forces seized large swathes of the north and imposed a strict rule reminiscent of Afghanistan under the Taliban.

Military experts say France and its African allies must now capitalise on a week of hard-hitting air strikes by seizing the initiative on the ground to prevent the insurgents from withdrawing into the desert and reorganising.

?The whole world clearly needs to unite and do much more than is presently being done to contain terrorism,? Nigerian President Goodluck Jonathan said.

Diabaly is a rural town with a population of about 35 000, about 360km from Bamako and near the border with Mauritania, where AQIM has bases.

A spokesperson for MUJWA confirmed that their positions in Diabaly had been fired on but said French forces had not penetrated the town itself.

Diabaly's mayor Salif Ouedrago, who fled on Wednesday, told Malian state radio: ?There were deaths on the side of the jihadists. They buried their dead yesterday.?

Meanwhile, the Malian army rushed reinforcements to a town closer to the capital Bamako on Thursday after Islamist fighters were spotted near the border with Mauritania.

?Banamba is in a state of alert. Reinforcements have been sent. Nigerian troops expected to arrive in Bamako today could be deployed there to secure the zone,? a senior Malian military source told Reuters.

An inhabitant of Banamba, 140km from the capital, reported the arrival of soldiers after insurgents were seen in the Boron border area.

With African states facing huge logistical and transport challenges, Germany promised two Transall military transport planes to help fly in their soldiers.

Britain has supplied two C-17 military transport planes to ferry in French armoured vehicles and medical supplies. The United States is considering logistical and surveillance support but has ruled out sending in US troops. - Reuters

GOP congressman threatens impeachment if Obama uses executive action for gun control

Steve Stockman official portrait

Texas Republican Rep. Steve Stockman threatened Monday afternoon that he would file articles of impeachment against President Barack Obama if he institutes gun control measures with an executive order.

Stockman warned that such executive orders would be ?unconstitutional? and ?infringe on our constitutionally-protected right to keep and bear arms.? (RELATED: Levin: If Obama sidesteps Congress on debt ceiling, ?no choice? but impeachment)

?I will seek to thwart this action by any means necessary, including but not limited to eliminating funding for implementation, defunding the White House, and even filing articles of impeachment,? Stockman said in a statement.

At his press conference Monday, Obama floated the possibility of using executive action to enact policies aimed at reducing gun violence.

Upon the Precipice [A Cyberpunk Drama] For Literate Writers

RolePlayer's Notes:

  • The human civilization on Earth, even in its enlightened state, is starting to tare at the seams. Measures to maintain peace, namely the existence of totalitarian rule, have incited a sense of invasion in some. Internal strife between the governments and its people threatens the illusory fabric of peace.
  • Story is mainly science-fiction, though presence of supernatural themes exist in abundance throughout.
  • This is a story, a drama to be precise, so the focus is on how the authors choose to tell it. Action will be a inferior element of the story, a tool, not an alternative.
  • The story (role-play) aims to touch on ethical/moral dilemmas, existential questions, and philosophical conundrums.
  • This role-play has been posted in the casual and the advanced section to reach a wider audience.

Premise:

New Berlin?, 2137. It has been nearly a century since the Great Misery: a series of wars which predicated the near apocalypse of mankind. The international body count amounted to some number just beyond 2.5 billion men and women: civilians, soldiers, children, and politicians alike. Nuclear technology never meant to be unsheathed, were dusted off and augmented, dropped haplessly from the sky above 76 separate countries. The ravaging of these countries--most of them having been cornerstones for their respective theaters-- resulted in the political and economical upheaval of their subsidiary bodies. Eventually, conventional warfare won the day, but the cost was far graver than any one country could imagine; NATO, the EU, and the UN rendered to mere figments of the past; over half of America transformed into a nuclear wasteland; the Middle East thoroughly devastated; unsurprisingly Africa suffered from minor involvement comparatively. Both Europe and China in their larger scopes suffered gravely, though through the decades have taken successful measures at reversing the fragmentation they endured.

As the remnants of mankind lumbered towards death, even here there shone a beacon of light. The old powers are gone, the old authorities obliterated, the old rules now obsolete. From the ashes of those once mighty empires rose a new World Authority, a rejection of ancient hatreds and ignorant peoples, an embrace of technology, belief, personal will, freedom and above all the future. The American Consortium, Syncretic Union, African Alliances, and the Theatre of the East serve as our contemporary powers to be; each an amalgamation of several countries and a combination of their social, political, and economical infrastructures. After the war, each superpower begrudged and embittered by the devastation of the war, an international coalition was forged on the notion that any matter of conflict could be solved only through strict diplomacy and any approach deemed hostile or militant would be met with a collective surge. Upon the construction of this treaty, titled Tranquil's Law, was based the following century of enlightenment and defining technological evolution.

Technological Renaissance:

In the 21st century mankind entered a second renaissance. The dawn of a new age, a revival of learning and culture, was marked by the commercial use of fusion power and the possibility of effective solar energy. In 2034, a revolutionary concept for harnessing solar energy was introduced; a truly renewable, uninterrupted energy supply powered by the sun. Today, the solar arrays are fully-articulating, in-orbit monolith constructs composed of thin polymer with polycrystalline silicon distribution, supplying the world with constantly renewable power. Furthermore, the discovery of fusion power led to tremendous advancement in power distribution; a fusion generator can power an entire grid in one of the largest cities of the world with limited maintenance. The fusion reactors generate steady Terawatt levels of power, without pulse, making power delivery more replete and efficient. Systems powered by fusion generators have blackout percentages at less than 0.01%.

During this time, the field of medicine and health care saw marvelous advancements in many of its primary and sub-fields. One of the most valuable early discoveries was the cure for cancer. Pharmaceutical and genetic advancements improved life-expectancy of a human being by half a century, at minimum; the average life-expectancy of a human is nearly a hundred and fifty years. Furthermore, rapid response treatment, through precise, minute electrical innervation, awakens dormant neurons in the brain tissue of deceased or dying patients; effectively bringing recently deceased back to life. Additionally, and perhaps the most prominent advancement was robotic prosthesis, which was initially designed for the disabled, however, now also an augmentation in human capabilities. The use of robotic prostheses as an augmentation has in contemporary times become the means for acquiring above-human physical capabilities. Replacing an arm, for example, with an augmented prosthesis will vastly improve all means of resistances and strength within that limb to super-elevated levels. However, this process is extremely painful in many regards, and expensive, especially after the operation when most subjects must continuously medicate themselves to suppress pain.

Towards the end of the second renaissance, often referred to as its peak, people with extrasensory perception began to emerge. The origin of paranormals as a species could never be definitively established, though the census of our time maintains that extrasensory powers are a product of the body's attempt to cope with the mental effects of cybernetic implantation. This was a substantial leap in human evolution, however, received with conflicting views. Today, less than 10% of the human population has extrasensory perception, often referred to as ?paranormals?. The magnitude of their ?power? is very limited and far from accordance with fictional variations of extrasensory perception; while there is potential for further developments, most doctors and theorists believe that humans are still in the early stages of this new evolution. The very first paranormals that emerged were immediately confiscated and proclaimed property of the government. They were trained to become military assets, as part of the development of weapons technology; the perfect weapon. However, during heated humanistic riots and protests the protocols were released by mandated authority of Tranquil's Law , effectively freeing all paranormals from government supervision.

New, highly sophisticated, means of transportation emerged. The requirement for gasoline to power cars was eliminated and replaced by Zero-Loss Lithium Ion batteries; composed of traditional lithium with rare metal cathodes and nano-layered silicon anodes, Lithium Ion Batteries have ultra-low internal resistance and zero memory loss. This revolutionary energy storage became the prime standard for most technology requiring a portable energy source. Furthermore, the emergence of holographic controls and interfaces gave the workflow with computers, and the everyday access to information a much needed overhaul. Additionally, top of the line, highly sophisticated, new weaponry was developed; fabricated from heat-resistant micro-perforated titanium, usually with satellite-guided targeting detection, and variations of uranium carbide spin-stabilized cartridges.

With the vast advancements on Earth, it finally became apparent that mankind was ready to spread life to the rest of the Galaxy. The concept of Terraforming became reality, and the primary solution for the ever increasing human population. In 2056, the Atmosphere Processor was deployed on Mars to begin Terraforming the planet; this system creates a localized environment in the lowest atmospheric strata by mining the surrounding air and delivering electrostatic charge to correct the chemical composition of the planetary atmosphere. The system does this by converting toxic compounds into a breathable air ratio of approximately 1:3.1 oxygen-to-nitrogen ratios. Once stable equilibrium is achieved, the AP continually monitors environmental gas compositions and corrects imbalances. Furthermore, an Atmospheric Pressurizer creates a locally adapted micro-pressurized environment to prevent injury, illness or discomfort on off-world colonies with either marginal or oppressive stratospheric hold. In most cases, a standard atmospheric pressure of approximately 1.0 atmosphere at sea level can be achieved, reducing the need for decompression treatments and additional medical personnel in the early stages of terraforming. By the year 2098, Mars was ready to fulfill its primary purposes of large-scale agriculture, production, and Earth population control.

It was the dawn of a new era for mankind, indicating the birth of an elevated form of life, evolution, and war. And now, it's being threatened.

The Precipice of Total Control:

Despite the international understanding that peace should be absolute and the memory of the Great Misery burning not too subtly in the minds of the nations, humans have a tendency to seek and incite conflict. Governmental institutions have taken extreme measures in establishing a universal rule to maintain peace; their greatest measure is arguably the reconstruction of the United Nations. Like its predecessor, the UN exists as a means of communication and diplomatic interaction for the nations of the world; though has redirected its efforts into mainly being a presence of international security. It has truly become a police-force of the world, creating its own international military with organizations situated in every major theater and are utilized to recruit new officers. For all intents and purposes, the UN is its own nation, a collective entity who establishes absolutes that all must adhere to. The spectrum of politics has been minimized under the word of the UN and it is the UN's law that is upheld not that of the governments.

OOC Address

Good reading ladies and gentlemen, if you've read through the above information and premise, I'll take that as a compliment and commend you for reading it in its entirety. As you've hopefully gathered at this juncture, this will be a cyberpunk drama with great emphasis on the individual characters and their effects on the political makeup of the story. What does that mean for you, exactly? Well, really only one very important thing: I'm looking for authors who are dedicated to their craft and who have been at it long enough to appreciate and reciprocate quality writing and storytelling. This isn't just a science-fiction; or a political drama; or a gunslinging epic; it's a combination of the three and much more, if you can see that at this point than I welcome you with open arms.

I will be playing a variety of characters all central to the story-line and acting mainly as the conductor of this show by providing you all with characters, events, and random acts of mischievousness to make the experience all the more enjoyable. I want you guys to read the story, get a sense for the world, and then approach me with your own individual character ideas; I'll give you the options of either the traditional path or the Director's path. Traditionally, you'd think of a character design that you prefer, try to define him/her in a brief sheet, and play them out through the story. This is the safe approach and one I recommend for most of you who are either new to the genre or tier of writing or have reserved interest in the story. The second approach for you guys is a bit more active and requires that you have a little more than interest invested into the story. As the GM, I have already created the main story-line somewhat, but there is an alternative where you as authors help me write it as well; you can do this by creating and incorporating you own characters or taking those NPCs that I create and making them your own. With the traditional path you have much more individual creative license and aren't required to run much by me, though for the latter option, I will be muddling and putting my hands into places I think they need to be.

As far as limitations: there aren't any. You can be whoever you want, with whatever story you can imagine, with a purpose entirely their own. Just be creative. I will require a certain level of writing to participate, and will turn away anyone I'm not confident can meet those arbitrary requirements. If you have any questions, be sure to run them by me.

Beyond Traffic: How to Measure What Really Matters ? Think Traffic

Traffic is fun to measure, but it probably isn?t what really matters to you or your business.

It?s easy to get caught up trying to attract more and more visitors, more social shares and more subscribers, but how do you know if those things are helping you accomplish what you really care about?

What if all the things you?ve been measuring turn out to be worthless? What if none of those visitors or subscribers become customers?

How do you know if you?re measuring what really matters?

Beyond Traffic

I?m obviously a huge fan of measuring website traffic and working to increase it. We?ve reported on our traffic statistics almost every month since starting this blog.

But I?ll be the first to tell you that traffic on it?s own is a meaningless metric. Traffic is just one part of a bigger equation.

You probably want to measure traffic, especially in the beginning, but you should also be measuring other important things.

Let?s figure out what you should be measuring for your site, and how to do it.

What to Measure?

Measuring traffic or subscribers without knowing why they?re important is backwards. Sure, you might want to measure those things, but do you really know why? Do you know what overall goal they relate to? Your goal isn?t just to attract a lot of traffic, is it?

Think about your own goals for your site for just a minute. What are the top three things you?d like your site to achieve?

I?d like you to jot these things down.

If your site is part of a bigger business, you probably want it to earn a certain level of income. That?s a no-brainer.

Jot that down first: revenue. (Revenue is just the word for how much money you earned before expenses. You could call it income or profits if you like; you?ll end up measuring both.)

Without revenue your business isn?t really a business. It can?t continue forever unless you earn enough to sustain. You need to measure revenue (if you have none measure it anyway, as a reminder that you need to start earning some).

Now, for your other goals. I can?t tell you what these should be, but I?ll tell you what ours are at Think Traffic.

First, we?ve agreed that we only want to do this business if we feel like we?re having fun and doing something meaningful. These are subjective measurements instead of objective (like revenue), but that?s OK because this is important to us. We?ll get into how to measure this in a little bit.

Are there parameters for how you want your business to exist, or what you want it to provide, beyond revenue? Maybe you?re looking to have a social impact of some sort.

Next, think about your customers (or potential customers). Without customers you have nothing. Your business or project exists to serve people. One of your primary goals should address your customers specifically.

For us, we want our customers to a) be satisfied with what we provide, and b) achieve results by using our solutions. Note that those two aren?t necessarily the same thing.

We figure that if our customers are satisfied and achieving results, our solutions will be worth sharing. Businesses with high customer referral rates are shown to be more sustainable and profitable. Businesses with unhappy customers don?t last very long.

In fact, if you?re going to measure just one thing, some would argue that should be simply whether customers would recommend your product or service to someone else.

So here?s our list of high-level goals for Think Traffic and the business behind it:

  1. Earn enough income to support everyone who works for the business comfortably (we have specific numbers behind this, and you should too).
  2. Have fun and do meaningful work.
  3. Satisfy our customers and help them accomplish results using our solutions.

Pretty simple, right? Your goals may differ, and you can change the order if you want. In our list, the customer-focused goal actually comes first because revenue and fun tend to follow when your customers are taken care of.

Notice that traffic wasn?t in the list above. Traffic isn?t a top-level goal, it?s a sub-goal, which we?ll get to in just a second.

How to Measure Your Top Priorities

The list of priorities above aren?t all you need to measure. Some aren?t directly measurable, and others have important sub-metrics that will tell you if you?re headed in the right direction or not.

Your next step is to break down each top-level goal into components to measure.

For example, revenue is a factor of how many products you have for sale, how many people are on your email lists, how many people are visiting your sales pages, the conversion rate of your sales pages, etc.

Take each top-level goal and think about which factors will help you measure your progress toward that goal.

Beware vanity metrics. For example, does the number of Twitter followers you have really matter? Can you tie that number directly to one of your top level goals? Probably not. Vanity metrics are more dangerous than a waste of time, because they can make you feel good even when the ship is sinking.

Here?s roughly how our list of priorities might break down (along with where you might get the data for each):

Revenue

  • Total email subscribers (from email provider)
  • Total site visitors (from analytics)
  • Sales page visits (from analytics)
  • Sales page conversion rate (from analytics)
  • Total revenue (from payment provider)
  • Revenue per customer (revenue divided by customers)

Customer satisfaction + results

  • Average customer satisfaction rating (from survey)
  • Average customer-reported results index (from survey)
  • Customer exit satisfaction rating (from survey)
  • Customer churn rates (for monthly subscriptions, from payment provider)
  • Product refund rates (from payment provider)

Team fun + impact

  • Team fun assessment (survey quarterly)
  • Team impact assessment (survey quarterly/annually)

This is just a sampling. Your top-level goals might have other important drivers.

Bonus Points for Automated/Visual Data

The simplest way to measure this data is to keep a set of spreadsheets that you update weekly or monthly. Manually updating data isn?t a terrible idea, because it forces you to also review the data on a regular basis.

However, much of this kind of data can be automatically calculated and presented visually for trend-spotting and correlation watching. Some things can only be spotted when data is presented visually. It?s also nice to be able to change time periods (daily, weekly, monthly, yearly) with the touch of a button.

We?ve been using Geckoboard internally recently and we?re loving it. Geckoboard gives you the ability to pull from various common third-party applications, or you can create your own custom data feeds to present any kind of metric in multiple visual formats.

Here?s a generic view of what Geckoboard can look like:

Our dashboard looks somewhat similar. It?s doing a great job helping us stay focused on our top three goals, and the underlying drivers of each. We still use spreadsheets and other tools, but we?re working to put everything that matters into a single dashboard that instantly shows us the health of the business.

Changes to the Think Traffic Monthly Reports

Every month since starting this blog we?ve reported our traffic statistics. We?ve shown exactly how many visitors stop by each month, where they come from, and which content attracts them. We?ve done this because we believe our transparency can help you learn how to grow your own site.

But you may have noticed something about these reports: not much changes in our strategy from month-to-month.

Our basic recipe for growing traffic is simple: create content that solves problems for readers, connect with other bloggers and online entrepreneurs, show up, work hard, challenge yourself.

This simple formula has consistently produced record setting months, month after month for nearly three years. Here?s our traffic growth since this blog started in March, 2010:

November and December were record months, with nearly 200k visitors each. You can read everything we?ve done to grow this blog over the years in our monthly reports.

It?s great to set traffic records, but what?s the bigger picture? Are we meeting our primary goals as well?

This is the trouble with just measuring traffic, it doesn?t really tell you much on it?s own. In our case, we aren?t setting records in terms of revenue, so it?s time to make some changes and focus on measuring what really matters.

This is a long winded way of telling you that we won?t be doing these monthly reports in exactly the same way. We plan to do more occasional business updates, and to focus on helping you measure and improve what really matters to your business, not just traffic.

Stay tuned for more details about what we?ll be reporting in the future.

For now, I?d love to hear what you think in the comments below.
