(AP) ? The job of the South African police is to fight one of the highest crime rates in the world. Instead, the force stands accused of contributing to it.

On Thursday, the release of a video showing uniformed police binding a taxi driver to the back of a police vehicle and dragging him ? the man was later found dead in a police cell ? shocked South Africans long accustomed to stories of police misconduct.

At a bail hearing for Oscar Pistorius last week, a magistrate harshly criticized a police detective for shoddy work in the investigation into the murder case against the double-amputee athlete, who is charged with killing his girlfriend. And last year, police fired into a crowd of striking miners, killing 34 in a convulsion of violence that reminded many of the worst excesses of the apartheid era.

These high-profile episodes cap a steady flow of allegations of police misconduct, whether in top rank corruption, prosecutions of officers charged with murder and rape, or numerous anecdotes of police pulling over drivers and demanding bribes. Many South Africans mistrust the very institution that is supposed to protect them, and the scandals weaken efforts by South Africa to project itself as a model country and a leader by example in sub-Saharan Africa.

"They are there for safety, but we as a people fear them more," said Alfonso Adams, a resident of Johannesburg. "You don't know who to trust anymore."

The Daily Sun, a South African newspaper, posted footage of the dragging incident, which occurred Tuesday and was apparently filmed by several people using cellular telephones. By some accounts, taxi driver Mido Macia, 27, of Mozambique drew the attention of police when he parked in a way that blocked traffic, and then got into an altercation with officers.

"We are going to film this," several onlookers shouted in Zulu as the police roughly subdued Macia. One bystander can be heard shouting: "What has this guy done?"

It remains to be seen whether the succession of scandals will trigger such a groundswell of public outrage that the government will push through reforms to the troubled police. Rape has been a scourge of South African society for many years, but sexual violence remains endemic despite periodic outcries. In the case of the taxi driver who was dragged behind a police van, officers paid little heed to the crowd that gathered, suggesting a sense of impunity has taken hold in police ranks.

President Jacob Zuma condemned the killing of Macia, who died from head and other injuries after he was dragged in Daveyton, a township east of Johannesburg. Some commentators drew comparisons with the 1977 death of anti-apartheid activist Steve Biko, who also suffered head injuries in police custody.

"Members of the South African police service are required to operate within the confines of the law in executing their duties," Zuma said in a statement. "The visuals of the incident are horrific, disturbing and unacceptable. No human being should be treated in that manner."

Brig. Phuti Setati, a police spokesman, told South Africa's Radio 702 on Thursday afternoon that no police had yet been suspended, but said all crimes should be investigated, "irrespective of who is involved."

Johan Burger, a former police veteran and a senior researcher at the Institute for Security Studies in Pretoria, said the force rapidly expanded from 120,000 to almost 200,000 over the past decade, largely neglecting the quality of personnel that it recruited. Two police chiefs lost their jobs; one was Jackie Selebi, given a 15-year prison sentence for corruption after he went shopping with a drug smuggler in exchange for information. Selebi was later released on medical grounds.

"It is a crisis that starts at the top and filters down and it has a huge impact on morale of police on the ground," Burger said, adding that reforms to the police would be a hard, lengthy process.

"It is like trying to fix a runaway bus going downhill," he said.

Police said National Police Commissioner Riah Phiyega planned to hold a news conference on the dragging incident on Friday morning. She was brought in to lead the police as an outsider with a social science and business background, and is the first woman to lead the force.

She removed chief investigator Hilton Botha in the Pistorius case after he made a number of errors in the investigation, and after it was revealed that he faced attempted murder charges stemming from a 2011 incident in which he and two other officers allegedly shot at a minivan while trying to stop it.

"Embarrassing? There is nothing embarrassing for us as the police," Phiyega said. "I am not a judge. We are not magistrates. We cannot say it was a sterling performance, not a sterling performance."

Pistorius, who was released on bail, said he accidentally shot and killed his girlfriend, Reeva Steenkamp, mistaking her for an intruder. Prosecutors say he killed her intentionally after the couple had an argument.

Botha's missteps included misjudging distances, neglecting to wear protective covers while on the crime scene and failing to push for cellular telephone records that would bolster the state's case.

"It is absolutely par for the course," said Nooshin Erfani, the coordinator of Wits Justice Project at Witwatersrand University. "Such ridiculous things happen all the time."

South Africa is also struggling with the fallout from the Marikana mine shootings. On Aug. 16, 2012, a line of South African police opened fire on striking miners, killing several dozen at a platinum mine northwest of Johannesburg. Now a judicial commission is investigating allegations that many were shot in the back as they tried to escape.

"That is a kind of a huge scar on our national psyche," Erfani said. " All of these issues now place even more of a strain on the credibility of the police."

South Africa's high crime rate has fed a gun culture that feeds off the perception that police cannot be trusted to do the job. In a country of 49 million, 15,609 were murdered over the last year.

"They are no deterrent or help," Sheila Rosslee said of South African police. Her husband owns a gun range and is a firearms instructor in eastern Pretoria.

In 2007, she fired two shots at two men who pulled guns on her, slightly wounding one. Even though she gave the police her address and phone number, she said: "They couldn't even be bothered to contact me."

Police, too, are victims.

On Jan. 27, which was designated National Police Day, the government and families of slain officers paid tribute to the "fallen heroes" of the police forces at a monument in Pretoria. Nathi Mthethwa, the minister of police, said 92 police were killed, mostly at hands of criminals, between March 2011 and April 2012.

So the distrust of police inherited from the days of white racist rule, when officers were tools of state-sponsored violence, endures almost two decades after Nelson Mandela became South Africa's first black president.

"What used to work in South Africa before was violence," Erfani said. "Whatever color spectrum you were at, it was a successful way of dealing with issues."

A look at a recent five-day span of cases posted by the Independent Police Investigative Directorate, a watchdog agency, spells out the problem.

"Constable appears in court for rape," says one entry. "Constable convicted of murder for shooting 15 year old," says another. A third reads: "Constable sentenced to 15 years for murdering his girlfriend."

Prenatal DHA reduces early preterm birth and low birth weight

Feb. 25, 2013 ? University of Kansas researchers have found that the infants of mothers who were given 600 milligrams of the omega-3 fatty acid DHA during pregnancy weighed more at birth and were less likely to be very low birth weight and born before 34 weeks gestation than infants of mothers who were given a placebo. This result greatly strengthens the case for using the dietary supplement during pregnancy.

The results are from the first five years of a 10-year, double-blind randomized controlled trial to be published in the April issue of the American Journal of Clinical Nutrition and online Feb. 20. A follow-up of this sample of infants is ongoing to determine whether prenatal DHA nutritional supplementation will benefit children's intelligence and school readiness.

"A reduction in early preterm and very low birth weight delivery could have clear clinical and public health significance," said Susan Carlson, A.J. Rice Professor of Dietetics and Nutrition at the University of Kansas Medical Center, who directed the study with John Colombo, University of Kansas professor of psychology and director of the Life Span Institute.

"We believe that supplementing U.S. women with DHA could safely increase mean birth weight and gestational age to numbers that are closer to other developed countries such as Norway and Australia," she said.

DHA (docosahexaenoic acid) occurs naturally in cell membranes with the highest levels in brain cells, but levels can be increased by diet or supplements. An infant obtains DHA from his or her mother in utero and postnatally from human milk, but the amount received depends upon the mother's DHA status.

"U.S. women typically consume less DHA than women in most of the developed world," said Carlson.

During the first five years of the study, children of women enrolled in the study received multiple developmental assessments at regular intervals throughout infancy and at 18 months of age. In the next phase of the study, the children will receive twice-yearly assessments until they are six years of age. The researchers will measure developmental milestones that occur in later childhood and are linked to lifelong health and welfare.

Previous research has established the effects of postnatal feeding of DHA on infant cognitive and intellectual development, but DHA is accumulated most rapidly in the fetal brain during pregnancy, said Colombo. "That's why we are so interested in the effects of DHA taken prenatally, because we will really be able to see how this nutrient affects development over the long term."

The study is funded by the Eunice Kennedy Shriver National Institute of Child Health and Human Development.

I Corps troops to turn focus on Pacific

The Defense Department's highest ranking officer in the Pacific visited Joint Base Lewis-McChord on Friday to get battle-hardened Iraq and Afghanistan veterans thinking about new challenges as diverse as climate change and rising Asian powers.

Navy Adm. Samuel Locklear's trip sent another signal in the Pentagon's shift in focus from wars in the Middle East to emerging threats and neglected alliances in other parts of the world.

"We can't stay Middle East-focused forever," Locklear, commander of U.S. Pacific Command, told Lewis-McChord's I Corps.

The base supplied about 10,000 soldiers a year to Iraq and Afghanistan for much of the past decade. About 5,000 Lewis-McChord soldiers are in Afghanistan today, but most should be home by August.

With the wars ending, the Pentagon assigned new responsibilities to the I Corps under Locklear's command. That means local soldiers will be expected to respond to humanitarian crises in South Asia, nurture relationships with allied armies and work to prevent large-scale conflicts from unfolding.

Locklear told I Corps soldiers that a complex Pacific environment calls on them to prepare for:

--A warming planet causing the rise of sea levels and destabilizing Pacific countries.

--Violent extremist groups, such as ones that have carried out terrorist attacks in India and the Philippines.

--International narcotics smugglers and human traffickers.

--Pandemics.

--A nuclear-armed North Korea.

His forward-looking speech urged soldiers to study up on their new territory and to look at how the region might change in the near future. For instance, climate change could make some coastal areas uninhabitable and exacerbate natural disasters.

"The world is getting warmer," he said. "When you potentially have millions of people impacted by weather and climate change, that's going to have a potentially significant impact on security."

So far, the Pentagon is protecting Lewis-McChord's new task in the Pacific from budget cuts. Lewis-McChord soldiers over the next 12 months are on course to carry out exercises in Australia, the Philippines, Thailand, Singapore, South Korea and Japan.

The fact that the exercises still are scheduled to take place despite the threat of looming budget cuts shows the value the Defense Department places on Lewis-McChord's work in the Pacific, I Corps commander Lt. Gen. Robert Brown said earlier this week in a briefing that led up to Locklear's visit.

"You might think this is routine and normal," he said. "In this environment, nothing is routine and normal."

Those exercises in Pacific nations often fell to Fort Lewis soldiers in the past. Recently, though, Iraq and Afghanistan took precedence and units from other stations filled in at the Pacific drills.

Locklear's visit came at the end of a week of classes that I Corps soldiers took to prepare for their exercise in Australia this summer. The drill will call on them to overcome an enemy and then stabilize a local population.

The idea is to incorporate a traditional battle plan with lessons learned from the long wars in Iraq and Afghanistan about interacting with civilians.

"You will hear we're going to get back to basics, but I would submit to you that the basics have changed," Brown said.

Locklear spoke for about 40 minutes and then took questions from I Corps soldiers who put him on the spot about nuclear proliferation, U.S. partnerships with India, Japan's strengthening military and Chinese cyber attacks.

Last year, he said, he confronted Chinese officials with evidence about state-sponsored cyber attacks against U.S. institutions during a visit to Beijing with then-Secretary of State Hillary Clinton.

Some of the material resembled a report released this week by the security firm Mandiant that connected the Chinese military to cyber attacks, Locklear said.

The Chinese officials deflected the American criticism, Locklear said, and characterized themselves as victims of U.S. cyber attacks. He jokingly noted Chinese military equipment looks surprisingly similar to American weapons.

PHILADELPHIA (AP) ? LeBron James had 16 points, 11 assists and 10 rebounds for his 35th career triple-double and the Miami Heat cruised to their 10th straight win, 114-90 over the Philadelphia 76ers on Saturday night.

Dwyane Wade had 33 points, Mario Chalmers scored 14 and Chris Bosh added 13 to help the defending NBA champions improve to 39-14.

The Heat have a comfortable 5 1/2-game lead over Indiana in the Eastern Conference. They?ve won four in a row on the road, including impressive wins over Oklahoma City before the All-Star break and at Chicago on Thursday.

Kyrie Irving chipped in with 12 points and nine assists for the Cavaliers, who have won two straight overall and snapped a six-game losing streak in Orlando.

Arron Afflalo scored 16 points for the Magic in their first home game since a trade deadline deal last week that saw the departure of four players. Two of their three new additions, Tobias Harris and Beno Udrih, finished in double figures with 14 and 10 points, respectively.

Orlando has lost five consecutive games and 28 of its last 31.

WASHINGTON (AP) ? Emeka Okafor had 17 points, 11 rebounds and made the go-ahead free throw with 5.2 seconds remaining to help Washington overcome a 3-point barrage for a win over Houston.

Bradley Beal scored 21 points, Trevor Ariza added 18, and John Wall had 12 points and 11 assists for the Wizards, who came back from a 17-point deficit for their second straight win. Washington scored 54 points in the paint and has won 10 of its 12 home games.

James Harden scored 27 points and Chandler Parsons had 24 for the Rockets, including five of Houston?s 19 3-pointers. Houston attempted 46 3-pointers, the most in the NBA this season. The Rockets made 13 from beyond the arc in the first half, one off the NBA record.

Alcatel One Touch Fire joins the Firefox OS cuddle party, we go hands-on (video)

ZTE may have had a head start in the Firefox OS race ahead of MWC, but Alcatel's also got something similar to ride on the waves of some "500 million Mozilla users." Suitably dubbed the One Touch Fire, this entry-level phone is basically a rehash of the budget One Touch T'Pop announced back at CES, packing a 3.5-inch HVGA TN display, a 1GHz processor, 256MB RAM, 512MB storage and a 3.2-megapixel camera. There are also the usual bunch of radios: WiFi 802.11b/g/n, Bluetooth 3.0, GPS, FM radio and UMTS 900/2100 and 850/1900/2100 (up to 7.2Mbps for download and 5.76Mbps for upload). Underneath the removable 1,400mAh battery you'll find a microSD slot that'll take anything up to 32GB (a 2GB card is included), as well as a slot for an old-school Mini-SIM card.

We got the chance to play with the Fire earlier today and while the glossy plastic body -- in either orange or pink -- felt solid enough, the performance wasn't quite there yet: the touch and software response were significantly sluggish, as you'll see in our hands-on video after the break. On the brighter side of things, the surprisingly large loudspeaker on the back produced some punchy bass, but don't expect too much from its audio quality. Alcatel has a few more months to grease up the phone before its June launch across Latin America and Europe, so we'll be able to give it a proper score then. Press release after the break.

Scuba Divers Die: Two Divers Found Off The Coast of California

Two scuba divers in California have died while diving. The Associated Press reports that they scuba divers were diving off the coast of Monterey County.? At 2:45 p.m Emergency crews were sent to Point Lobos State Natural Reserve.

Lifeguards performed CPR on one of the divers said Daniel Berlant who is the state Department of Forestry and fire Protection spokesman. Firefighters were also on the scene and helped get the second diver who was floating to shore.

Captain Carlos Aguilera from the Carmel Highlands Fire department said to The Monterey County Herald, "At that point, we got in a boat with State Parks lifeguards and located the second victim floating in the water about 50 feet from the rocks."

Both the divers names have not been released but they were both pronounced dead after being taken to the hospital. The Monterey County Herald reported that it was a man and a woman who drowned.

Executive Officer Noah Hudson said to The Monterey County Herald, "The information we received was that the kayaker was approximately three-quarters of a mile off the coast at Lovers Point, and he felt like the waters had become too rough for him to make it back to shore. We launched a crew that located him, determined that he was not hypothermic and brought him back to Monterey Harbor in our 47-foot motor lifeboat."

Point Lobos is a beautiful area near Carmel, California.

It is "home to over two hundred fifty different animal, marine mammal and bird species, and over three hundred fifty plant species have been identified at the Reserve," states pointlobos.org "Next to the spectacular scenic beauty of the Point, this presence of wildlife is among the area's most arresting features. Here it is possible to observe in a primitive environment many plant and animal species living in interesting relationships to one another."

The offshore area is one of the most richest underwater habitats in the world "with wildlife that includes seals, sea lions, sea otters and migrating gray whales, according to the state Parks and Recreation Department website," reported the AP.

Proof of certification is required for divers and is only permitted at two coves within the park including Whales coves where the two divers were located.

Bulgaria's prime minister is out, but austerity remains. What's next?

The economic ills that led to mass protests in Bulgaria earlier this week and led Prime Minister Boyko Borisov to quit aren't going to be easy to address.

Today's peaceful demonstration, involving just a couple hundred protesters, is much smaller in scale than the earlier, violent protests that led to Mr. Borisov's removal. But the young activists say they are just now getting organized and plan to push for major social changes in the coming weeks to fight the corruption and financial woes that plague Bulgaria.

The last week of turmoil in the country ? initially a response to high electricity bills and an overall declining standard of living, but quickly evolving into calls for an end to government corruption and major reforms ? is in many ways reflective of a shift happening throughout Europe.

Across the continent, residents say austerity measures have cut too deep, and European society ? particularly post-Communist nations in Eastern Europe like Bulgaria ? is struggling to adjust to a new economic reality that can no longer support a wide array of state-sponsored social services. Now Bulgaria and many of its European counterparts must work to find a middle ground that supports economically sustainable social services, but the process will likely not be without its growing pains.?

?There needs to be a balance, otherwise we will face a revolution. But in terms of social policy, this balance will never get back to what it used to be twenty years ago. From now on, and I tell this to my students, they can?t expect to have the same provisions as their parents,? says Emilia Zankina, an assistant professor in political science at the American University in Bulgaria. ?There will be a readjustment of expectations, but also a redefinition of the government role.??

Among those who?ve taken to the streets in protest, one of the central frustrations is that many of the same figures have occupied their government for nearly two decades now. Activists blame an immobile old guard, rooted in the past and short on new ideas, for many of the nation's ills.?

?We didn?t complete our transition to a democratic country with an open market. The transition failed in this country,? says Panayot Nikolov, an unpaid consulting intern and recent graduate who was among the protesters. ?I am part of a new generation and we are waking up.?

Bulgaria is the poorest country in the European Union. The average resident?s monthly salary is less than $550 per month and has not increased for years. The nation was hit particularly hard by the global recession in 2008, which led to a tenfold reduction in foreign investment.?

Like many of its neighbors, Bulgaria has sought to shore up its economy through a number of austerity measures, including freezing government salaries and delaying payments to the private sector.?

?Bulgaria is one of the examples that you cannot revitalize the economy with austerity," says Rumen Gechev, director of the Center on Sustainable Development at the University of National and World Economy in Sofia. "In order to restore economic growth, you have to stimulate investments. There is no other way. How will you stimulate investments with austerity? Decreasing the purchasing power of households, not paying the private companies??

Mr. Gechev adds that there is unlikely to be any serious improvement in the Bulgarian economy without first finding a way to improve citizens? average income. Low wages are what makes a problem such as soaring electric bills crippling for many Bulgarians.?

Jivko Hristov, who spontaneously joined in Friday?s protest, says that his grandmother?s monthly electric bill now exceeds what she receives from her pension. Mr. Hristov, an unemployed plumber, says that even when he had work, many of his clients did not pay him at the end of a job because they simply did not have the funds.?

?The Bulgarian people are poor and we cannot pay our bills,? he says. ?The problem is that we cannot live like this anymore.??

France ready to start Mali withdrawal despite Gao attack: admiral

OTTAWA (Reuters) - France is still ready to start pulling its forces out of Mali next month despite a rebel attack on the key town of Gao, the French commander of the defense staff said on Friday.

Admiral Edouard Guillaud told reporters after a speech in Ottawa that he was not surprised by Thursday's attack in Gao, when 15 Islamists were killed by French and Malian troops.

Asked whether France still planned to start withdrawing troops in March, he replied: "This is obviously conditions-based, that's obvious. But yet, I don't see any reason not to begin some drawdown."

Going to the gym (at least, going to a lot of gyms) can be kind of intimidating.

Every time I went to the gym on my college campus, it was always full of fit, tan, muscular people who didn't look like they needed to be there. It was so intimidating that I only went once, perferring to banish myself to the older, smaller gym at the other end of campus, the one where the normals worked out.

When I joined the Church Health Center Wellness center after I moved back to Memphis, one of the first things that made me love it (other than the sliding scale price) was that it was a brand new, beautiful workout facility full of very normal looking, very friendly people.

Paralympics refocuses on future without Pistorius

LONDON (AP) ? The head of the Paralympics is in a state of "disbelief" about the murder charge against Oscar Pistorius, but is trying to reassure his organization that is has a strong future without its star athlete.

Pistorius last year became the first double amputee sprinter to compete at the Olympics, and helped to generate unprecedented interest in the subsequent Paralympics in London.

As Pistorius was appearing in court Tuesday in South Africa, International Paralympic Committee President Philip Craven expressed his "shock and disbelief" at the runner's sudden downfall.

Craven told The Associated Press he is writing to IPC members urging them to "respect and observe" the legal processes while refocusing on "the way forward."

Craven insists "we've got so many stars coming through that this will not be an issue."

Microsoft to ship orders of 128GB Surface Pro in 2-3 weeks

Microsoft has confirmed that it will start shipping the online orders for the sold-out 128 GB Surface Pro within two to three weeks. US customers can place an order through the online Microsoft Store and expect to receive the device early next month.

The announcement came via a 15 February blog post, in which the company also provided more information for those wanting to 'reserve' forthcoming stocks of the tablet/PC hybrid. Prior to this, the company refused to make any statement regarding whether or not buyers would have that option.

"Inventory levels are increasing and many Best Buy stores have Surface Pro units for sale in store. If the store does not have stock, you can reserve a Surface Pro (64GB and 128GB)," the Surface Team wrote, adding that US customers can also order the tablet from Best Buy and Staples.

As for Canadian buyers, only the 64GB variant of the device is available so far, though Microsoft has said it will soon provide details about the availability of the 128GB version in Canada. The company has yet to give any indication as to when customers in other parts of the world can expect to get their hands on the Surface Pro.

"[We] continue to work around the clock to meet that demand with production and get new inventory into retail," Microsoft said.

Trial opening for Israel's former foreign minister

Israel's hard-line former foreign minister is standing trial on charges of fraud and breach of trust.

Avigdor Lieberman is accused of trying to advance the career of a former diplomat who relayed information to him about a criminal investigation into his business dealings.

Following years of investigations into Lieberman's dealings, charges were filed in January and Lieberman stepped down from his post a short time later. He denies any wrongdoing.

The trial is scheduled to begin later Sunday.

Lieberman was re-elected to parliament on a joint ticket with Prime Minister Benjamin Netanyahu, but has indicated that he would quit politics if convicted in the case. That would shake up Israeli politics because Lieberman and his Yisrael Beitenu faction are powerful political players.

Universal 3D Glasses Patent Filed by Sony

3D screens come in many varieties, but that also means that 3D glasses come in a large variety too, something that Sony is none too pleased about and, thus, intends to change as soon as possible.

Some may think that 3D glasses come in only two forms: with passive polarization and with active shutter mechanisms.

This is true, to some extent, and the passive polarization models are more or less intercompatible, though they don't allow for the same quality as the others.

The active shutter glasses don't work interchangeably though. Each company selling an active 3D display also ships specially designed glasses too.

For gaming monitors from NVIDIA, the 3D Vision platform acts as a sort of common denominator, but that doesn't apply to AMD-powered systems.

Basically, there are too many types of 3D glasses running around the world, so Sony wants to make them all irrelevant.

In a patent application filed with the US Patent and Trademark Office, it defines universal 3D glasses that, in a way, imitate the core concept behind universal remote controls.

Long story short, all types of 3D glasses receivers will be packed into a single piece of eye wear, and it will be possible to calibrate the settings.

For the sake of comparison, normal LCD shutter glasses use proprietary technologies to calibrate the glasses by means of infrared signals sent through a receiver attached to the TV itself. A different method from the all-in-one receiver method proposed by Sony.

According to the filing, 3D glasses are just one potential application of the idea. Helmets, goggles and other headwear will be able to incorporate the lenses and sensors.

By Sony's estimation, it shouldn't take more than eight individual receivers to cover all possible 3D screen implementations. The rest will be done by multiple infrared lenses or an adjustable lens in an eyeglass frame.

CPPIB 'cautious' amid competition in real estate, debt capital ...

Mark Wiseman, the chief executive of the Canada Pension Plan Investment Board, which invests on behalf of Canadian workers and retirees, says he won?t be lured into competition for hot real estate assets that could drive down returns.

?We have the luxury of not having to invest? and we can pick our spots,? Mr. Wiseman said in an interview Friday after the CPP Fund reported third-quarter financial results.

?Presently in both debt capital markets and in real estate, we?re seeing a lot of competition for assets? and we?re being very cautious.?

The situation is particularly acute in real estate, where there is limited supply of the well-situated, top-tier retail and office properties generally sought by CPPIB.

By way of example, Mr. Wiseman pointed to the record $1.27-billion paid by two real estate investment trusts in March for the downtown Toronto headquarters of the Bank of Nova Scotia.

He said he expects CPPIB?s private equity teams to be busier over the next little while, noting the appetite for leverage that was demonstrated in the recent US$24.4-billion privatization of computer maker Dell. CPPIB, which?invests the funds not needed by the Canada Pension Plan to pay current benefits,?was not involved with that deal.

In the first nine months of the fiscal year, which ends in March, the CPP Fund increased by $11-billion to $172.6 billion. This includes $9-billion in investment income before operating expenses, representing a gross investment return of 5.5%, and $2.4-billion in net CPP contributions.

MTV and Swipe Telecom launch the Volt in India, a 6-inch smartphone with pre-installed TV player

MTV has partnered with mobile handset maker?Swipe Telecom to release its first co-branded smartphone called the MTV Volt in India.

As spotted by Next Big What, the 6-inch device runs on Android Jelly Bean 4.1.1 and has both a front and rear-facing camera at 1.3 and 8 megapixels respectively. Along with Wi-Fi connectivity, an FM radio player and GPS functionality, the so-called ?Fablet? ? short for fabulous tablet ? also has a built-in TV player for watching MTV on the go.

The exclusively white device weighs 239 grams, which is considerably lighter than the 7-inch Nexus 7 at 340 grams, but runs on a slightly underwhelming 1GHz dual-core processor based on ARM Cortex chips. Reports say it has a HD display, with Tech2 suggesting it has five-point multi-touch and a pixel resolution of 864?480.

It?also packs a middling 512MB of RAM for handling day-to-day tasks and Android apps, as well as an Li-Ion Polymer 3200 mAh battery for a full charge lasting between 8 and 10 hours. That?s a little higher than the Surface RT, and much better than the 4 to 4.5 hours offered on the Surface Pro.

The MTV Volt will set you back Rs 12,999 (US $241), which is higher than the 8GB Nexus 7 at $199 but slightly less than the more spacious 16GB version at $249 in the US Google Play store.

The six-inch form factor is an unusual choice, as it sits somewhere above the Samsung Galaxy Note II?s 5.5-inch screen but below most of the smaller tablets like the iPad mini and Nexus 7.

MTV, the youth brand of Viacom18, plans to develop a number of MTV smartphones and tablets designed for young and aspiring adults. At least one new product will be launched every quarter as a result of the deal, totalling between 10 and 12 devices over a two-year licensing period with Swipe Telecom.

The MTV Volt will be available in 10,000 retail stores across India, as well as Swipe?s e-store and a number of online portals including Flipkart, Snapdeal, Infinibeam and eBay. There?s no word yet on whether the device will eventually be released in other countries.

Real Estate Investors Flock To Multi-Unit Homes

Multi-Unit Homes popular with real estate investors and live-in buyersReal estate investors made the most of Q4 2012.

According to the Mortgage Bankers Association (MBA), originations of multi-family and commercial mortgages increased nearly 50 percent during October, November and December 2012 as compared to the 3 months prior.

Low mortgage rates and a recovering U.S. housing market sparked a real estate investment frenzy which appears to have carried over into 2013.

Demand for home loans remains high across all loan and buyer types.

Multi-Unit Homes In High Demand

Multifamily and commercial mortgage originations surged between Q3 2012 and Q4 2012, climbing by close one-half. Furthermore, as compared to Q4 2011, as the housing market was renewing off its bottom, originations were up 50 percent as well.

Using investment in real estate as a proxy, then, this year's housing market looks decidedly stronger than last. Multi-family and commercial mortgage lending has climbed to its highest point in five years, and 2013 is expected to remain similarly strong.

It's notable, too, that multi-family homes accounted for a huge portion of the year-end gains.

With residential mortgage rates ending the year below 3.5% and rents rising more than 6% annually, real estate investors snapped up homes for purposes of building a portfolio.

According to real estate web company Trulia, several cities in which rents made large year-over-year gains include :

  • Houston, Texas : 15.8% average rent increase for most recent 12 months
  • Miami, Florida : 9.1%?average rent increase for most recent 12 months
  • Boston, Massachusetts : 6.0% average rent increase for most recent 12 months

Rents in Oakland climbed 10.0% percent year-over-year.

Mortgage Applications Also Increasing

The MBA also recently released its weekly Mortgage Applications Survey which showed, for the week ending February 1, mortgage applications climbed 3.4 percent as compared to the week prior.

Despite persistently rising mortgage rates, refinance activity has remained high. Mortgage rates have climbed from a New Year's Day rate of 3.31 percent to today's average rate of 3.53 percent for borrowers willing to pay 0.8 discount points plus a full set of closing cost.

Mortgage rates for a zero-closing cost mortgage are slightly higher.

78% of last week's mortgage applications were for home refinances, comprised of?FHA Streamline Refinances,?VA Streamline Refinance, HARP loans, and rate-and-term refinancing, among others.

Purchase mortgage applications account for the remaining 22 percent of applications.

Renting An Owner-Occupied 3- or 4-Unit Home

Demand for multi-unit homes was supported by more than just experienced real estate investors -- everyday home buyers bought them, too. Sometimes, to live in one unit and to rent the remaining ones.

This real estate investment strategy is allowable via the FHA or via conventional financing means. You can buy a 2- unit, 3-unit or 4-unit home, live in one of the "For Rent" units, then find tenants for the others. It's a savvy way to offset monthly homeownership costs.

The FHA will allow for its standard 3.5% downpayment on a multi-unit home. Fannie Mae and Freddie Mac will require 20% downpayment for a 3- or 4-unit home. Ask your lender for how much home you'll qualify.
